Stephen Graham adalah putra dari seorang ibu yang berprofesi sebagai perawat dan ayahnya bekerja sebagai pekerja sosial. Pada 2008, ia menikahi aktris Hannah Walters yang telah dikencaninya saat masih bersekolah di Rose Bruford College of Theatre & Performance. Dari pernikahan tersebut, keduanya telah memiliki dua orang anak.

Stephen Graham memulai kariernya sejak awal tahun 1990-an dengan memainkan peran-peran kecil. Namun, secara perlahan ia mendapatkan peran besar hingga namanya mulai dikenal luas.

Berkat karakter Andrew "Combo" Gascoigne di film This Is England, nama Stephen Graham untuk pertama kalinya masuk dalam nominasi British Independent Film Awards (BIFA) 2006 untuk kategori Best Supporting Actor.
